HAZWOPER: An Overview

A Brief History of HAZWOPER

HAZWOPER Timeline: after three pieces of legislation were passed, and EPA standards were established protecting workers from hazardous waste, the HAZWOPER rule was created requiring health and safety training for workers involved with hazardous materials

RCRA (1976) – Resource Conservation & Recovery Act RCRA, EPA Standard: regulated handling hazardous waste “from cradle to grave”, including hazardous waste creation, transportation, treatment, and disposal.
CERCLA (1980) – Comprehensive Environmental Response, Compensation, & Liability Act, (AKA Superfund): provided funding for uncontrolled or abandoned hazardous waste site cleanup not covered under RCRA.
SARA (1986) – Superfund Amendments & Reauthorization Act Provided additional funding for hazardous waste cleanup: EPA CERCLA Amendment that required OSHA to create regulations protecting hazardous waste workers and provided additional funding for hazardous waste cleanup.

And the HAZWOPER standard was first established in 1989 – 1990:

“OSHA issued the Hazardous Waste Operations and Emergency Response (HAZWOPER) standards, 29 CFR 1910.120 and 29 CFR 1926.65 (54 Federal Register 9294-9336, March 6, 1989), to protect workers and enable them to handle hazardous substances safely and effectively.”

“On March 6, 1990, OSHA published Hazardous Waste Operations and Emergency Response 1910.120, the HAZWOPER standard codifying the health-and-safety requirements companies must meet to perform hazardous-waste cleanup or respond to emergencies.”
