The American Transportation Research Institute (ATRI) has launched a survey to understand the impacts of state laws legalizing marijuana on trucking and its workforce. This comes as conflicts and uncertainty arise between state and federal laws, especially for federally-regulated workers.

The survey, first deployed in-person at the Mid-America Trucking Show (MATS) with over 300 drivers participating, is now available online for additional input. ATRI aims to gather driver perspectives on new state laws and their effects on roadway safety and the workforce.

This is the second survey conducted by ATRI this year related to marijuana and trucking. The first survey sought carriers’ perspectives on the drug, federal policies, and their impact on the industry. With over 20 states now legalizing the drug, ATRI is keen to understand how the industry is affected by the conflicts between state and federal marijuana policies.

ATRI will compare and contrast the responses from carriers and drivers, similar to their annual announcement of the industry’s top 10 concerns. The survey will remain open until April 28, and drivers are encouraged to take a few minutes to provide their perspectives on this critical topic.

The survey is focused on understanding the effects of marijuana legalization on the industry, and participants are asked to provide demographic information as well as their opinions on the topic. The data collected will be kept confidential and presented only in an aggregated, non-identifying format.

Here is the itemized list of questions included on the survey:

  1. Are you a truck driver with a Commercial Driver’s License (CDL) who operates a Commercial Motor Vehicle (CMV)?
  2. What is your gender?
  3. What is your age?
  4. In what sector do you primarily work? (check one)
  5. Which of the following best describes your employment: (check one)
  6. Do you live in a state where recreational marijuana is legal?
  7. Can an interstate CDL truck driver use marijuana off-duty in a state where it is legal?
  8. Have you or someone you know tested positive for marijuana after using CBD products?
  9. Do you think roadway safety has been impacted by legal recreational marijuana?
  10. At what point do you believe someone can safely operate a vehicle after using marijuana?
  11. Do you believe that changes in federal drug testing laws for CDL holders are needed?
  12. Should FMCSA require a marijuana impairment test instead of the current marijuana use test?
  13. Do you believe the federal government should legalize recreational marijuana nationwide?
  14. Is it common for CDL truck drivers to leave the industry for jobs where they are not tested for marijuana?
  15. Please provide any additional comments on the legalization of recreational marijuana.

Truck drivers can complete the confidential survey online here.

The survey will remain open through April 28, 2023.
